Is it posible to use gear vr + leap motion for developing HTC vive games with steamvr

Hello All !

there is no way to get HTC vive or Oculus by legal ways in my region (and it cost about 5k$ getting a htc vive by non-legal ways) So i cant buy any of that VR headsets.
But want to start developing for VR too .

i know there is a Leapmotion SDK for VR development. but it needs a headset too.

here is my question.
i have GearVR (and cardboard too) and leapmotion.
can i emulate HTC vive with this equipments. Is it posible to use gear vr + leap motion for developing HTC vive...
